A mentally ill Canberra man shot by police and made a quadriplegic has lost his battle for compensation.Jonathan Crowley was shot in the neck by police during a psychotic episode in 2001.Mr Crowley took the Australian Federal Police and ACT Mental Health to court in 2008 seeking compensation.Last year in the Supreme Court, Justice Hillary Penfold found police and ACT Mental Health had breached their duty of care in their handling of the case and Mr Crowley was awarded compensation of $8 million.But police and ACT Mental Health appealed against the decision and today the Court of Appeal overturned the original ruling.

Japan's conservative Liberal Democratic Party (LDP) has returned to power, paving the way for the country's nuclear reactors to be switched back on.The conservatives won a landslide victory, cruising to power on a platform of revising the pacifist constitution, strengthening the military, and re-embracing nuclear power.The prime minister will be Shinzo Abe, who quit as Japan's leader in 2007 after a string of scandals and a stress-induced bowel problem.Japan's governing party, the centre-left Democratic Party of Japan (DPJ), lost two-thirds of its seats in what seemed like punishment by voters for its disorganised response to the Fukushima nuclear meltdowns and for a series of policy backflips.Among the highest profile casualties was Naoto Kan, who was prime minister during the nuclear disaster. Prime minister Yoshihiko Noda has conceded defeat and resigned as head of the DPJ.
